Good source to order wool broadloom?

I need to have wool broadloom cut into an area rug and bound, but the prices are out of sight. I was wondering if anyone has experience or knows of somewhere I can order a carpet about 12ft x 13-14 ft (approx. 18 sq yds) for a reasonable price and get it serged?

I have found a few patterns in Masland, Stanton, and Karastan that will work, but they are $70-130 a square yard, plus $2.50-5.00 / lin ft for serging.

I think I've exhausted just about all my other possibilities. I've pored over Ovestock's inventory for the last couple of months and have looked at remnants at the Stark carpet outlet. I've bought two rugs on O.co but returned them because something did not work out. I called one retailer in North Carolina, but they discount about 25% and something tells me I could do better

I'd like to keep the total cost to about $1,000. Does anyone have any suggestions or recommendations? I guess if I can't find something in the next few months, I may have to buy nylon.
