It could be an abrasive cloth for a sanding block, but I don't think so because it doesn't appear strong enough and all sanding block papers I've seen do not have pores.

Oops--I just saw Justlinda's guess, which is almost correct. Sliced thin somehow, rather than stretched out. But still the same thing.
