My first old home. Need heating advise.

We just bought a 1970 colonial in RI that's heated by an oil fired boiler to baseboards. There's a sepereate water storage tank that's heated by boiler (indirect oil fired water heater?).

According to the oil company, the previous owners used 1500 gallons of heating oil in the past 12 months. The srvice tag test shows the boiler is 80% efficient. The Energy Star "yardstick" says this house is an energy hog.

Like I stated above, this house was built in 1970 and other than the boiler, water storage tank, and roof, I think everything else is orginal. My first plan is to seal air leaks, add insulation in attic and basement,and replace windows as needed.

My question is, what about the heating? Is AFUE 80 good? Do I keep the water heater and just put a blanket on it orreplace it with an energy star electric (no gas option) water heater?
