Has anyone heard of or used a system like this?

The description is:
IceCycle captures and stores air-conditioning energy during nighttime off-peak periods, when electricity is less expensive. The stored energy is used for air conditioning during daytime peak hours, when electricity is much more expensive. IceCycle uses only 5 to 10% of conventional air conditioning energy during the peak period. IceCycle reduces up to 20% of air conditioning operating costs through superior efficiency and by operating in cooler nighttime temperatures. IceCycle also reduces costs by shifting water heaters, pool pumps and other appliances to off-peak use through its unique "Smart Controller." IceCycle enables renewable energy by storing wind and solar energy for cooling.
