Looking to replace heat pump... one issue.

We are looking to replace our bryant heat pump. It is the original heating and a/c unit for our house (1700 sf) that was built in 1995. (This was a 'spec' house until we moved in in 1998) One thing that has always bothered me is that the unfinished basement never had any source of heat, even though the furnace and ductwork is right there, plan as day, just above your head in the ceiling of the basement.

Can't we have someone put venting in that ductwork, so the basement can get some warm air in the winter? And would this mean that, when we look at new heat pumps, we need a larger capacity model to accomplish heating this additional area?
