Water to water heat pump

I have a question regarding a water to water heat pump.

It's used for supplying 110 degree water in a staple up radiant heat floor. When the floor its not calling for heat it supplies 70-80 degree water to the concreet slab in the basement. When checking for proper charge using the superheat/subcool method should that be done when the heat pump its supplying 110 degree water or 70 degree?
