Best way to freeze grated lemon peel?

I used the juice of two lemons to make avgolemeno sauce this evening. Before squeezing the juice, I used a Microplane grater to remove the peel. I'd like to freeze it for future use. The last time I tried this I just put the zest in a plastic baggie, but the zest dried out. Would it be better to freeze it in ice cubes? Or are there other options that I haven't thought of?
