How to replace 25 year old package unit south LA.

Our house is 70 years old and our system is a 25 year old package unit. The downstairs is 2500 sq ft. and the upstairs is 600 sq. ft. We have one estimate for $30,000 and another for the downstairs only for about $10,000. Some contractors recommend trying to run the system in the attic in the part of the house which is not covered by the second floor but others say to just repair and replace the present duct work in the crawl space and to use our present separate system upstairs.Some recommend one 5 ton for the downstairs while others recommend two smaller units.One person wants to replace the upstairs unit with a split system for the upstairs and a portion of the downstairs using two thermostat. Our old downstairs unit quit completely last Friday so we have borrowed 3 window units. It is in the high 90's this week. The LR, DR & den have no operable windows so it is pretty warm in those parts of the house. We cannot consider $30k system. I would appreciate all suggestions, including information on heat pumps, seer ratings, tax credits and even solar systems as we need a new roof over a portion of our house.
