Size of water heater for radiant heating

Hi everyone, in my workshop I have a 30x40 area that I put 3-300 foot loops of 3/4" tubing in the concrete floor. I was wondering if there is a formula to figure out how big of a water heater I would need to heat that. It is going to be a dedicated water heater, only for the floor heat. Also, i will probably keep it at around 65-70 degrees.

I have decided that I am going to go with an electric water heater, as the calculations I have had people do for me say that electric and gas are about the same price unless you go with a very high efficieny water heater.
