Best way to cool Oregon home: AC vs. Heat Pump vs. House Fan

I have a newer 1700sq ft, 2-story home near Salem, Oregon that we'd like to cool in the summer. It's normally pretty mild (75-85°F), but there are always a couple of weeks in the 90-100°F range.

I was considering a whole house fan but am tempted to take advantage of the current Tax Credits (we also have state and local credits available) and get Central AC or a Heat Pump.

Our current furnace is an 80% AFUE single stage Carrier 58STA070. Are there any AC units that would mate up with this furnace and still qualify for the tax credit?

If not, would it make sense to rip out the furnace and install a Heat Pump? Would that save $$ during the winter as well?

Or would a whole house fan be enough to keep it around 78°F on the hot days?

Any advice would be greatly appreciated. Thanks.
