correct tonnage and ducts

Thanks for any responses.

I am receiving info for replacement of entire 2nd. central hvac unit for upstairs here in Houston, Texas.

First installer: He is NATE and Licenced. First suggested Amana 3Ton 16seer. When I asked what was orig.unit size. He said did not know, could not read it. Said this new one qualified for $1500 gov. When I asked if not $1500 considered, what would he recommend- he then said 2.5Ton 14 SeerASX14031 with a gas furnace air handler AMH80453. He said if changing old flexible attic duct tubing, R8 $1700 more. I thought too high, he said "yes seems so" & dropped $500.

Second installer: Recommended 3Ton 14seer either Ruud or American Standard. When asked why tonnage, said that coil in attic read 3Ton, he could not read any info on outside unit. He gave same price as first installer, and his price includes redoing all attic flexible ducts for both upstairs & downstairs units.

Thanks for any direction or suggestions.
