why would older A/C cool better than new ones?

Two years ago we had an old A/C and gas furnace replaced with new energy efficient system. Old A/C cooled fine even during hottest part of summer, but new system has trouble.

When looking for info, I saw a number of similar complaints on this and other HVAC forums. My question isn't about my specific system - I'll post about that later - but a general question as to why new systems often don't seem to cool as well as old ones.

Is it like old cars vs new cars? I remember my first car - a used Dodge Dart - simple to keep and maintain. But mew cars have more stringent requirements - gas mileage, low emmissions, lots of electonics, so no more tune-up "by ear" and less leeway for error. So maybe new sytems have more exacting requirements to operate at peak efficiency?
