17 year old system in Greensboro, NC area

My house is 2 story, about 2400 ft2 and has natural gas heat (two 80% furnaces and 2 outside a/c units - Rudd Achiever 10).

The upstairs coil is leaking. I suspect at 17 years, it's best to replace rather than repair.

I think our average HDD are around 3500 and CDD around 1500 for this area.

I think it would be wise to take advantage of the $1500 TC and the gas company $300 rebate, so I'm considering changing out the old furnace upstairs too. Or just change out the upstairs ac only? Not exactly sure how the TC qualifiers work.

For the best bang for the buck category, would I be smart to choose something like a SEER 14 a/c and a 95% furnace?

Examples:

1) Goodman SSX14 or 16 with a GMV95 furnace?

2) Trane XR14 and XV95 furnace?

3) Lennox XC14 and G61v or G71mpp furnace?

Or would it be smart to consider a dual fuel setup? At some point, the upfront cost of the equipment and payback of the efficiency will not meet.

I don't plan to change the downstairs units at this time and we have no plans to move from the house.

Any thoughts?
