Boiler: auto fill valve, lever on top?

Last year I had a great heating contractor in to go over my boiler/hydronic system and install an air relief valve, check it out, test emissions etc etc.. and all's been well. It is an older boiler but according to him is in excellent shape. I noticed this past week though that the "altitude" needle on the gauge has dropped to 20. The stationary needle on that gauge is set at 30. I've tapped with hammer the incoming auto feeder valve just in case it was stuck but it hasn't helped. There is a little lever on top of this valve and I don't know what it is for. Next to the auto fill valve on the right is the water on/off tap and to the left of the auto fill valve is the emergency overflow valve which has a pipe leading down to the floor and a bucket. I'm just wondering what that little lever is for on top of the auto fill valve. Is it a shut off as well and might it help to move it a few time to loosen things?
