Please review this mini-split bid for me

Based on great advice I received in this forum we have gotten our first bid on a supplementary system and I would like the experts to review it. For instance, I don't understand why it seems to specify a heat pump. Please help!

We specified a mini-split system (PTAC) for our four-season sunroom/conservatory (12' x 14') as a supplement to the whole house forced air system this room will also be tied into. Electric matting under the tile floor will provide supplemental heat and there will be an exhaust fan similar to those used in bathrooms and greenhouses to remove excessive hot air build-up near the ceiling. The room is a one story addition in the corner of an L of a two-story house and will have doors into the main house on both walls so there will be reasonable air circulation. The room faces southeast in a wooded area and we live in Wisconsin where cold is a bigger issue than heat.
