Refinishing wide pine painted floors

The second floor of our new 1889 Victorian has painted floors, wide pine. They are chipping and peeling quite a bit, and it looks like bare wood underneath.

Both painter and floor refinisher said it looked like newer paint, and wouldn't hesitate to sand (I'm a bit concerned about lead).

It would be done before we move in, and thoroughly cleaned by the refinisher, then all rooms painted. We have a three year old.

Does this sound safe? And any BTDT advice on this kind of project in general? (The other option would be to do wall to wall carpet, which makes me feel sad...but I'd do it if refinishing is too risky).
