Katrina Disaster...need help with hardwood flooring mess

My home was flooded in Hurricane Katrina and the original hardwood flooring had to be chipped up piece by piece due to the gorilla glue used during the original install. Now my cement slab has the splintered remnants of the original hardwood firmly attached to it. I am now ready to install new hardwood. What is the best way to remove the remaining wood fragments and adhesive? Someone suggested spreading a thin coat of cement over the slab to cover the wood fragments. Would this work? If not, is there some other material that we could put down to level the surface? Any ideas would be greatly appreciated! Also, we are on a limited budget, so cheaper is definitely better!
