computer automatically turns on when plugged in

i have a netbook, and on occasions, when i plug the computer into an outlet, it automatically turns on without my having to push the power button.

the computer then enters a screen asking me if i want to enter setup or load default, and after i select 'load default,' the windows 7 system loads and every is 'normal' except for the fact that the date/time has not changed since i last turned the computer off.

i've scanned for viruses & spyware, and there's nothing.

does any one know why the computer does this at times?

How new is this computer?
What happens if you leave it plugged into the electric outlet and shut the computer down?

It almost seems as though the computer is reloading factory settings then trying to update all the security patches. On my Windows 7 Professional I have had 102 updates installed to date.

Click Control panel
click System and security
click View installed updates to check how many you have. Remember your version may be slightly different than mine but the numbers should be similar

Would think Date/Time would only stop if dead or loose bios/cmos battery, or a bios update had loaded or attempted to.

On startup if connected to internet, date/time usually should sync & correct itself.

do you have a firewall on your pc? do you at least have the windows firewall turned on if not? Often times it is malware or spyware that is trying to call in to whoever it reports to and with a firewall in place like zone alarm free you can stop all that from happening. Especially since you probably do not have a router since you are on dial up it would be a good idea to have a good 2 way firewall installed and turned on. ZoneAlarm firewall tutorial anytime you get a download be sure you check to see if it has added stuff like toolbars etc you want to uncheck those so you do not add them to your pc you just want the actual program.

There could be a feed-in and feed-out in that switch box, the feed-out could lead to the receptacle that the monitor is plugged into. When toggling the switch the movement might open and already loose connection causing the monitor to shut off. That's just a theory. If the monitor is plugged into to correct outlet of the UPS (some outlets are not protected) I don't know why it would shut off.

I also have a Dell (a desktop) so this might benefit you and any other Dell user who might read it. I learned (the hard way) that whenever this machine receives a Windows Update to not allow it to RESTART, despite having that restart button conveniently there ready for you. From now on, I will always use >>START>>POWER>>UPDATE AND SHUT DOWN. After that, you can turn the machine back on whenever you want to. In addition, I will occasionally do a manual check for updates instead of letting them happen automatically. Updates are usually available on or soon after the first Tuesday of the month and I prefer to get them done when it's convenient for me and not when I'm busy using the machine for some other important task. That's my $.02.

Scheduled Win 10 updates usually get released on or about the second Tuesday of the month. My habit has been to do the update manually at a time of my own choice and NOT to wait for it to happen automatically. I save my work...close web browsers...close email...close all unneeded programs and just get it done. If you are having difficulty because the update takes too long, you might try disabling your antivirus before doing the update. Just don't forget to turn it back on after you reboot.

I'm thinking it needs a new CMOS battery, as this can cause the problems you are describing. If that doesn't fix it, you might also have a defective power button that is intermittently in the on position. Below is a link that shows what's involved in a typical battery replacement.
