does a dishwasher in Philadelphia need a built in water softener?

I am replacing my 10 year old KA dishwasher. It never really recovered from the removal of phosphates from dishwashing detergent! Lots of foggy glass and plastic ware despite using hotter water, cascade complete, citric acid, vinegar, etc.

It is my understanding that newer machines tolerate non-phosphate detergents better, but I am also concerned about the contribution of water hardness to the problem. Our water in center city philadelphia is probably "medium hard" -- (The latest water report states hardness ratings as follows: "average 5 to 12 gpg, min 4 -7, max 7-12"; these seem like kind of broad ranges to me, but there you are).

My local appliance guy has a DW on the truck ready to deliver tomorrow (fisher paykel drawer dishwasher tall), but I would probably have to wait a couple weeks for one with a built in softner. (he, btw, thinks I'm crazy).
