tin lined copper saute pan

I bought a large saute pan at a flea market a while back. It has no markings, and iron handles. It appears to be 2 mm thickness. I thought it was SS lined at first but I now think its tin. I've used it a couple of times and this last time I sauteed on high heat and noticed some bubbling and peeling. I've read that the older pans came with a coating that had to be boiled off. I wasn't aware of this before I used it.

My question is: Is this a coating that is peeling off; or is it tin that was heat damaged. I tried boiling with vinegar and baking soda but only as little more came off. I've read that if you cook w/o removing the coating it could set. Any ideas?
