painting basement walls

We moved into our new build Jan of 08. We had been advised to let the walkout basement dry for a year before thinking about carpeting it or painting walls. I am looking to paint the walls to get some brightness there, carpeting later.

We run a humidifier that checks the humidity level and turns on as needed. Before we got it, it smelled just a little damp (maybe just the concrete curing??). The humidifier runs to a drain on the floor and is usually running a little. Other than that, no water problems.

So my question: do I use Kilz paint? Will any old latex paint work or do I want to make sure I use oil based and/or a moisture blocking paint? Should I wait until the entire year is up?
