IE9 on Windows Vista

I was doing software updates on a Windows Vista laptop that does not get much use. Windows Update added a new version of IE, Nbr 9. After the install completed, I tried to run Windows Update again and discovered that it is either missing or not in IE9. No way to get to it. In IE8, it was under the Tools Menu. Not anymore in 9. Was it dropped altogether? I thought it may have moved to Help. But I could not find a Help Button either. Were those features deleted from IE9?

By the way, while you ponder those questions, here is another one. I was able to go into the Control Panel Classic View and could not find the button to Delete Programs or a button to change the Display Settings. I am not sure if those got removed by the IE9 Upgrade or if there were discontinued in Windows Vista. Were they? So we cannot delete programs now or change Display Settings like the screen resolution?
