Albert I have the Logitech MX1000 and simply rolling the wheel moves the window up or down. If I press down first then roll the wheel it does change the font size. I should change that because before I had it set so that when I pressed the wheel I could then move the mouse down slightly, release it and the page would continue to scroll. Setting at the speed of reading avoided constantly moving the page with the mouse.

make sure your touch pad button is on ,,,just above the touchpad and run your finger downthe right side of the pad. You should see a round target on your screen indicating that your are scrolling. Not sure if this is what you are asking about.
