Won't boot from cd

My laptop is missing a file essential to running, without it, it won't start up, even in safe mode. So, in order to download the file, I need to re-install it from the original cd. But the problem is that my computer just will not let me boot from cd.

I even went into BIOS to change the order of boot up. I changed the order so that CD is first but it just bypasses it and boots from the hard drive every single time.

I really don't want to have to wipe my computer and lose all my files on the hard drive just to be able to use it again. And I would prefer to try to fix it myself (with help of course) before bringing it to a professional.

I'm not really knowledgeable about computers but will give any information that I can upon request and I really do appreciate the help that you guys give.
