F1 disabling

Hi - saw an article on a Win XP problem from Microsoft saying not to use F1 for help. Supposedly can let a virus in or something. I found instructions on how to disable the F1 button but for the life of me I can't figure out how to follow them. I put the command in the "run" space but no good. Could someone please tell me how to follow these directions? Or even if I should? It said to "run the following command from an administrative command line" Here it is:

echo Y : cac1s "%windir%\winh1p32.exe" /E /P everyone:N
