editiong photos after being burned to a cd-rw or dvd-rw

Am I correct in recalling that CDs, and DVDs are strictly for 'storage'. and once a photo has been burned on either, it cannot be edited?

Also, I tried to delete a photo from a DVD-RW and it would not delete because it said it was a 'read-only' file. How did it become a 'read-only' file in the first place? When it says that a CD-RW/DVD-RW can be erased, must all data be erased, or can you select?

I am sorry if these concerns are really basic, but none of my friends can answer my questions so I came to you.
