DSL Speed, Purchased Plan and Capability

I purchased the lowest cost DSL, a bit under 1 MBit download, and I am very happy with the speed.

I wonder how the teleco delivers the service. It occurs to me that the home and Central Office (CO) modems are all the same, i.e., run at the maximum offered speed and that the lower cost service is set at a lower service priority in the CO Router (switch, whatever). Thus, when the traffic is heavy those of us with a lower speed service get less router time, thus in effect see a lower average download data rate. If this is the case the good news would be that during slack time we'd also be getting the highest speed download, and could plan low traffic times for such actions as downloading XP SP3 (over 300 Mbytes) or Linux Something at over 600 MBytes.

Anyone know how DSL is deliver at the CO end?
