Bathroom Exhaust Fan Not Vented Properly?

Our condo complex had a new roof installed about a year ago. I recently went into my attic and noticed the flexible metal duct going from the bathroom fan to the roof vent cap stops about 4 inches short of the cap. I am guessing when the roof was replaced they did not competely re-attach the duct to the cap but I am not sure if it is even supposed to be somehow attached to the cap or if it just gets pushed up somewhere near the cap.

Will the gap allow critters in and prevent proper venting of moisture? Does this need to be fixed and what should I do to fix it?

FYI, the condo is in the San Diego area where temps are very moderate which may or may not matter when it comes to issues of condensation or moisture in the attic.
