Need Recs for Low-Mid Priced Electric Freestanding Ranges

My mother and live-at-home bachelor brother need to replace their 35+ yr old harvest gold range...they're down to two working burners. The range must be:

1. Under $1000

2. Electric, freestanding, 30"

3. Preferably available in black (but SS would be ok)

4. Reliable

5. Self cleaning oven

Other than those, the options are rather open. Both my mom and brother are infrequent cleaners and spills and spatters will NOT be wiped up promptly. I know very little about electric ranges, but I'm thinking that a glasstop range will be a nightmare to get clean if the top is only attempted to

be cleaned once a week (or biweekly, or worse)? Or would it be easier because there would be no nooks and crannies compared to a coil burner top?

I know most here are looking at higher end options, but perhaps you can comment on how content you've been with the lower end units that you're upgrading or using in rentals. I know I can search for ranges with the options above on websites like AJ Madison, Sears etc, but that's not giving me any info about the intangibles like quality, reliability, and nicer fit and finish.
