Either you trust yourself to handle money/credit responsibly, or you don't. It's hard to develop that self-discipline of not buying something just because you want it. That feeling of instant gratification is alluring and addictive, and some folks can't step away from it. Many do it by reducing the temptation to begin with, which is what cutting up cards does. Some tips on traveling abroad: - Find out how much your card charges in transaction fees on foreign purchases. Capital One, for example, doesn't charge any extra fees. There are others; if you are doing a lot of overseas travel, apply for one. - Make sure whatever card you use has the new CHIP AND PIN technology. Most US cards only use Chip and Signature tech, which is very outmoded by global standards. Both American Express and Diners Club use CaP tech, but one traveler reported having to wait two hours in line at ORLY because almost an entire planeload of US travelers were queued up to use the only train ticket window with a human teller. The automated ticket kiosk only took exact change or a CaP card. The traveler said he couldn't even get his airline, Air France, to change a 20-Euro note. Most merchants and travel providers in Europe, Asia, Latin America and Canada -- the areas that have adopted the smart-card technology -- still accept U.S. credit cards, says Odysseas Papadimitriou, who travels to Europe a few times a year and is the chief executive of credit card comparison site Card Hub. But U.S. cards, which rely on older magnetic-strip technology, simply won't work in machines that require users to punch in a personal identification number, or PIN, that's matched against a computer chip embedded in the card. U.S. debit cards won't work in these machines either, because they lack the all-important chip. You could find yourself: • Trapped in a parking lot that relies on automated kiosks to exit. • Unable to buy gas at a pay-at-the-pump station. • Prevented from buying bus, subway or rail tickets. • Stopped at toll booths that require chip-and-PIN cards. "The odds are greater now that you'll have some trouble," Ray said. "Europeans are less likely to have the machinery or the people who are eager to process your card." Your debit card will work in overseas ATMs, but you may want to shorten your PIN if it's longer than four digits. Many foreign ATMs don't accept longer PINs. Also, foreign ATM keypads often don't have letters. If the only way you remember your PIN is by typing in a word into the keypad (say your password is 9-6-7-3, but you remember it by typing in the corresponding letters W-O-R-D), you should memorize the digits before you go." ========== HTH!

Thanks for all the info! It was a hard step to take out that equity loan because I knew that it is eating up the house. But I really saw no other alternative. I think I will call the CC that are sending me the "interest" bills to make sure I can get them paid off in 1 sweep. [Interest on a $20 balance that is never going to get paid off? That's the problem if I can't get an exact amount on an exact date].I am hoping that by doing this we'll have more $$ to put towards the equity loan and mortgage to pay them down-even if it's only a little bit each time. I do pay all my bills online (i.e. electronically) through their websites. I found out the hard way a few yars ago that to try to set it up from my bank that even though I put in the date I wanted something paid - it wasn't until the company came and "drew" the $$ (that the bank had put a hold on) which made a few bills late-took up to 5 days. So by paying them though the company's site I get a payment date on the date I request. I didn't set up the bi-weekly mortgage though Wells Fargo (even though they were offering it free) becuase I didn't want them "holding" my $$ for 2 wks until the 2nd draw then pay to the mortgage. I now am putting it in a separate bank account and I will electronically pay it each month-with me deciding to add the extra. My brother and I moved swiftly and surely to isolate our mother's assets when it became clear her failing health would preclude her independent life style. That was 2 1/2 years ago. She has a revocable trust now. Assets are protected, we have powers of attorney, and the chaos that follows any death will be minimized. She has "gifted" every year since her health "crashed and burned". Her home has been emptied of its contents and her assets have been directed to its maintenance. I can only tell you, that having an elderly, frail, mentally failing parent in your home and in your care is no day at the beach. But she is my mother, she needs my help, and who better than I to see she is well cared for, indulged, given mental stimulation on a daily basis? Loop holes on inheritance and the transfer of potentially valuable real estate are being closed routinely, even as we're being told that we should reduce our expectation of social security and Medicare. This is actually BETTER THAN the way it used to be. The minimum amount due each month has INCREASED, which LOWERS the amount of time it will take to pay off the total balance; and it also LOWERS the total amount that you will have paid by the time it's totally paid off. Another change that is an improvement is when you have balances that are subject to different finance charge rates... Here's how the old system worked --- Let's say you have a card with a $468 balance at 22% interest. The card issuer runs a promotion where you can transfer a balance from a different card, and pay only 1.99% interest on that transferred balance. So, you transfer $500 from another card. You make a payment of $125. That payment will be applied towards the $500 balance at the lower interest rate, so the bank will charge you the maximum interest on the $468, because there wasn't any payment made against it. Each month when you make your payment, the payment will be applied towards whatever remains from that transferred $500. It's only AFTER the $500 is paid off that any of your monthly payment will be applied towards that original $468. And all that time, you'll be hit with a high monthly finance charge. Under the new system, if you have balances at different interest rates, any payment you make will be applied first towards the balance with the higher interest rate. This will ultimately save you $$$ in finance charges. Another thing that has changed is Over Limit Fees. Used to be that if you had, say, a $10,000 credit limit and a $9,000 balance owing, you could still charge more than $1,000 and the bank would accept the transaction, and then they'd turn around and tack on a $35 (or more) fee for going over your credit limit. Now, they won't charge that fee, BUT THEY WON'T ACCEPT ANY TRANSACTION THAT WOULD PUT YOUR BALANCE OVER YOUR LIMIT -- UNLESS YOU AGREE, IN WRITING, TO ALLOW OVER LIMIT FEES FOR ACCEPTING THE ADDITIONAL TRANSACTIONS.
