Heard of registering business for building as OB for tax exempt??

Reading through the posts here a while ago, I stumbled upon a thread saying that there is an option for an Owner-Builder to register either with a county or state or something like that as a business for a specific project- building a house in this case and that way you can use tax exempt for your sales tax and act like a business when talking to your subs and so forth. Anyone has any idea what I am talking about? I remember from what I read before that it's not a common knowledge and most people are not aware of this simple solution. Also, it may not be available in all states from what I remember.
