Can anyone identify this mark?

I have a teapot that belonged to my grandmother. (I think she bought it at a second hand store, as I don't recall her drinking any tea other than iced tea.) When she died in '72, my mom claimed it. It's old, no doubt about it, and quite heavy. I cannot make out the manufacturer's mark, as the glaze is so heavily crazed. (It was crazed badly in the 70s, btw.) It has been used, as it's stained inside.

I've done a pencil rubbing, and all I can tell is the mark consists of a shield, with a banner in the middle. Underneath, where it says "Made in..." it would appear to say "Made in England". I base this conclusion on the fact of the spacing for this part. If it were to say "Made in China", the spacing would be even, more or less. The spacing is off, considerly, leading me to speculate it was made in England.

Also, I have 3 cherubs that were my grandmother's as well. She purchased them at Woolworth's, for the princely sum of 37 cents each. No nicks, chips, or gold is worn off. One of them still has a price tag on the bottom. They're stamped made in Japan, so I know they were made in the 60s? Am I off base here?
