Attracting barn owls + Owls and song birds

We have about a million pocket gophers on our acre, and I would like to attract some barn owls to keep them under control. I have been reading about how to construct boxes for them and where to place them, so I feel confident I can do that, but I want to know if there is anything else I can do to attract owls. Maybe put a mouse on a leash or something ...? (Okay, I wouldn't do that. That was a joke. But I would think about doing it! :) Also, when should I put up the boxes? I was thinking spring, when the young owls are out looking for a new place, but I don't know what month would be good. We are in the Santa Rosa, CA area.

Second question: do barn owls prey on song birds or hummingbirds? I really do want the owls to come live with us (I am a wuss about killing gophers myself!) but not at the expense of the rest of the birds. I would think the gophers would keep them busy, but I really don't know. If someone else does know, please clue me in!
