Definitely an Osprey! Their large stick nests can be found on many man-made structures so long as they are near a significant water source (fresh, brakish, or salt). That might be the male in this shot because of the pure white chest and belly. Female ospreys usually have a 'necklace' of dark brown on their chests but the necklace isn't foolproof as males can have them too but they usually aren't as large and dark. Nice picture!

Here's a follow-up from my neighbor:

"I did not see her diving for food. We fished there for over an hour, she kept going to land to get food, I was watching her closely, then she'd come back. I thought she must be getting mice. She was not diving to the water or even looking in the water for food...."

Do Ospreys hunt on land as well as fish in water?

Ospreys hunt exclusively for fish. Her mate goes fishing for her as well.

I'm in Raleigh also. Would you believe I once saw an osprey caught in a heavy rainstorm, perched on a power pole at the intersection of Falls of Neuse and Spring Forest Road? I kid you not! I guess it was just resting there and waiting out the heavy downpour. I'd heard they do have nests around the bigger lakes in the area. Platforms were built for them, and they use them.
