flock of 50 hawks

Walking this evening in lower Michigan we saw a flock of at least 50 hawks. They weren't circling like a vulture would around a carcass, they were soaring and floating like hawks, they were flocking, some were flying high, some low, lazily, some were really high, at least 50 altogether, I've never seen anything like it. The eventually seemed to settle down in a wooded area.

A massive flock migrating? I would have never thought a bird of prey would flock like that due to prey density making it hard for them to get enough to eat.

Never seen anything like that before.
