Woodpeckers seen in summer, but not in winter

I see Downy Woodpeckers in the summer on my hemlock trees, and had been hoping to see them at my feeder in winter, but have not seen woodpeckers so far this winter.

I set up my feeder in Nov. It has a suet cage attached to a hopper feeder. Chickadees, titmice, and nuthatches come to the feeder daily, but not woodpeckers...

I was wondering if woodpeckers change their foraging habits in winter, perhaps leave the area.

Does it take time for woodpeckers to find a feeder?
