Help with dying Ash tree

I have a 2 acre property near Mathis, Tx. There is a very large and old Ash tree, but it is dying due to years of neglect and the prolonged drought. Since I moved here three yrs ago, I have tried to get it to come back by root watering and feeding some of those fertilizer pellets, but its still barely hanging on. Don't think there has been any improvement. The well water here is rather hard and saline, too---but not so bad that I can't grow vegetables. When it leafed out in the spring, only about 1/3 of the branches came to life, the rest are bare, and they are still bare here are beginning of Nov. Would they be permanently dead? How can I determine if it can be brought back to good health (most of the branches leafing out again), or if it should just be cut down and replaced with a new tree?
