Fledgling behavior

I am new to bluebird watching. We had 5 babies that fledged almost 3 weeks ago. The parents started a new nest in the birdhouse and there are 5 eggs due to hatch any day. This evening, the 5 fledglings came to the house area as they have been doing from time to time. Two or three of them started burrowing in the short grass near the birdhouse. Soon all five were working at it. They were upside down at times as though they were trying to dig into the grass and make a nest. Then they all clustered as though in a nest and started begging to be fed. The parents were around but ignored them. Has anyone seen this type of behavior? I got some photos of this.
