Hole in Hanging Flower Pot: Woodpecker or?

I have several hanging flower pots on my second floor balcony and came home to find one with a perfectly round (about 1 1/2" diamter) circle pecked into the pot material. It is that kind of permeable material--not plastic--that retains water and looks almost like bark, but it is soft. I caught sight of the bird when it briefly returned and the pot material and soil inside began flying around again. I didn't get a good look--it was gone in a flash--but it was a medium sized bird and bluish in color. I didn't see a red head, so I'm not sure it was a woodpecker. I know blue birds nest in holes that look exactly like the hole this critter made. Could it be a blue bird? I'm in Minnesota. And--what can I do to repel it so it doesn't destroy the entire pot? Thanks!
