Boy do I have some stubborn lil chickadees!!

Last year I had a pair of Chickadees try to build a nest in the top part of a post in my retaining wall. It is not safe!! Snakes, raccoons, crows and anything else that crawls can get them, not to mention the rain, wind and cold. Well, this year they are at it again, so I plugged the hole, bought them a new bird box, put it on a pole and baffled it to keep them safe. I also put a hole reducer on it so only they can nest in it. WELL, the little pair still wants to nest in the post. They won't even go near the nest box. As much as I want Chickadees nesting with me...I will not let them build in the post. They would be such easy prey for crows, hawks, weather, it is just not safe. I don't understand why they will not build a nest in the box :(
