Do not feed them. It will increase your problems,especially when you stop. They have ways of getting even. (Really.)

I wouldn't do anything to it until spring, not sure what type turf grass you have, but, it looks like it was quite thick before it went dormant. At least I think it's dormant. In Michigan our Kentucky bluegrass lawns look the same way in July and early August. September I HAVE no mow twice a week. What do your neighbors lawns look like?

where are you.. big city name ... i would remove the plants .. big clumps of hosta can just be lifted and stored in full shade of a week or so ... rework the soil ... add edging of some kind ... and then replant the hosta intact ... its probably too late to strat cutting up the hosta .. etc .. you can do it.. but they will look ugly for a long time .. do it in fall imo ... btw.. undulata albomarginata .. [or the other albomarginata... lol ...] ..... you can confirm that in the hosta forum if no one comes along and agrees with me here ... NEVER USE LANDSCAPE FABRIC ... most weed seed is wind borne.. and will start accumulating on top of the fabric.. and once the roots go thru such.. you cant pull them out rake the mulch aside ... and put it back after you fix the soil ... and then add new per below .... or put it in a compost pile out back.. but never throw it away ... if you want design ideas.. you will have to give us a pic of the whole front of the house ... if this were my project.. with my one man work crew.. me .. lol.. if i got this done by end of next summer... i would be happy ... and what ever you think of planting.. use images in a search engine.. to see FUTURE POTENTIAL .... dont buy some tiny babe plants from bigbox.. and plant them a foot from the foundation.. never to realize they are 10 foot shrubs that need to be sheared 3 times a year ... never forget.. foundation plantings are planted to hide the foundation .. NOT ON THE FOUNDATION ... what direction does the front of the house face??? and preen is a PRE EMERGENT ... stops new weeds.. WHEN PROPERLY USED ... it will do nothing for what is there now ... and rather expensive to use if you do it properly .... and after you are done.. add 3 inches of good mulch over it all.. and skip the preen.. and weed what few weeds you get by hand ... I copied the photo of your rug to my photo program and sampled the colors in it. I then compared those colors with paint colors from Benjamin Moore and Sherwin-Williams. The light gold of the background most closely matches SW 6374 Torchlight. The light brown was similar to BM's 2166-20 Caramel Latte. The green matched SW 7729 Edamame, and SW 2806 Rookwood Brown is similar to a taupe in the rug. Neither the coral or the dark red have any matches, and they would overwhelm a room in any event. What looked blue in the rug sampled as gray. These colors in your rug are muted by the small areas they occupy. They are more saturated when viewed by themselves. Below are approximate samples of the above colors. You should first of all check out these colors on the manufacturer's website in their virtual paint. Here is Benjamin Moore and here is Sherwin-Williams. Remember that you can choose a lighter version of these colors. For instance, SW 7726 Lemon Verbena is a lighter version of Edamame, and SW 6373 Harvester is a lighter version of Torchlight. Once you have narrowed the choices you should buy samples and paint on poster board. You can then set the poster boards against the walls you want to paint to see how the colors work. This is the only way to see if you like the colors enough to live with them. Otherwise you would be better off choosing neutrals.
