Dying...Loropetalum chinense var. rubrum

I had an area planted around phone/electrical boxes in the yeard two years ago. One side has done incredibly well the other has suffered trmendoulsy, in fact we have replaced two planst already but the other side seems almost bulletproof. I have fertilized and water and weeded. But nothing seems to perl up that side.

Could the decorative grass at the base of these plants be sucking the nutrients/water away from the fringe plants?

Both sides get equal water. The only difference is the bulletproof side has not ornamental planst at their bases. Could this be the difference?
