Pre-emergent application timing

I recently purchased some tupersan (siduron) in order to prevent my crab grass from bothering me again this summer. I've read differing accounts on when to apply pre-emergent. I know that if you apply it too late in the season it will do nothing and too early will be a waste. Tupersan is quite expensive ($130 per bag which covers 5,000 sqft) so I would like to do it right. I am planning on applying it 4 weeks apart....but I am not sure of a good time. Should I wait until the forsythia are in bloom? or the soil temp reaches 50 degrees? or the less scientific, 2nd week of April? I live in North western CT where it still reaches below freezing temps at night (in the 1st week of April).
