Potted rose has 'root rot'Please Help!

I potted a "Belindas Dream" in a 5 or 6 gallon terracotta container in april and it bloomed beautifully for me for a while.Then we had all that rain and now it looks absolutely awfull.I know the roots are rotting moisture meter reads wet and i haven't watered it in like three weeks.I also sprayed with neem oil to prevent any diseases from spreading beacause i was also starting to get rusty color leaves.And I also pruned because stems were starting to turn brown,but weren't mushy.Do I need to take this beauty in disguise out of her pot and trim rotted roots away and replant or do I just ignore for a while?ps She also receives full sun until about 7:00pm but pot just doesn't seem to want to dry.
