frozen vegetables

I made the mistake of planting tomatoes, peppers etc too early. THis is my first time, so when I was anxious to get started. I planted 5 tomatoes and 4 sweet and 2 hot peppers, and 4 basils around mid Feb and they were doing fine until 1 night a few weeks after that. everything browned and shriveled up over night after when it was around 35 deg. someone had told me to cut out all the browned portions of the plants and see what happens. I waited a few more weeks and after another bout of frosty nights (35~40) i cut off the browned parts. Most of the plants started to have new leaves etc, but very small and very slow. I lost 2 basils for sure. i am just going to wait it out. Is there anything i need to do and should do at this point? WHat can i expect from this point on?

Thanks
