Alternative to EarthTainer and raised beds: Bad Idea?

I want ~40 plants this year for 2 reasons.

A hedge against a poor season due to weather concerns.

I like to try many new varieties every year.

Sunny space is (nearly)unlimited, BUT tillable growing space is very limited. Room for 13 plants I'm guessing.

I have full sun driveways, walkways, lawns, gravel areas

and what not that are totally unsuited for tillage.

Had I the time and extra money I would build a bunch of

earthtainers. Problem solved. I have neither at the moment.

So I was thinking of alternatives that will have reasonable results.

Bad Idea?

on a very slight slope, lay down 10' wide black plastic

cover ~5' with a mound of some potting soil like mixture*.

Plants spaced so each plant has about 30 gallons.

put a soaker hose down each row

wrap the extra 5' over the top, a bit raised up some how.

rocks or something underneath to give it lift for breathability.

Enough potting soil using miracle grow and other brands

is WAY too expensive for 30 gal x 27 plants.

Local top soil places 'potting soil' seriously leaves something to be desired. Even the good places sell mostly wood chip garbage.

Is there something I can make my self that won't compact too much that wont be so expensive as my home made starting mix?

What if I take forest hummus and mix it with something. Will

the toms be happy in that?

I have a ton or 8 of random forest humus. Mostly semi broken down leaves and the like.
