Stunted growth of seedlings?

Hi All,

I'm a total new tomato gardener. Last year I bought a few plats and they did well. I harvested the seeds and this year I am trying to grow them from seeds. So far, so so. I plated the seedlings back in March and a week ago I transplated the seedlings to their new larger, individual pots. I planted them up to the leaves. However, I am not noticing much growth at all. I think they are stunted (and very thin). Is this normal or will they catch up? Some pics below.
