returning life to sagos

I have several sagos that have lost all there fronds over the winter. The bases are firm and the little top sprouts are soft on a few, so they're not dead-thank goodness.

First: how shall I encourage growth? full sun lots of water and fertilize? I was afraid to put the naked bases in full sun in case they might sunburn after being in mostly shade with some old tree leaves sitting in the middle on top. (thought that would help insulat the top shoots)

Second: will this loss of fronds slow the growth because it has less green surface and needs to spend energy on recovery? If I had put them in the house would they have continued to grow over the winter? Also when should they be potted into a larger pot? Thanks
