Having trouble germinating tomato seeds

Last year, I had great success with germinating tomato seeds this exact same way, yet this year it is not working at all. What am I doing wrong and can it be salvaged?

I am using one of the 72 count peat pellet trays. I've kept them moist, and I keep a heating pad underneath it at night, and set it in the window during the day. It's been 2 weeks and some of the other plants have sprouted, but not any of my tomatoes or sweet peppers.

I worry that it's not warm enough, though it gets very warm during the day, and then I keep it not too cool at night with the heating pad. Also, perhaps I got it too moist at first.

Is there any hope that my tomatoes will still sprout after 2 weeks, or should I give up and start over. If so, what should I do differently this time?
