Did you read my posts above and the replies to posts? In our case, our business uses complete time tracking software just to be able to monitor employees regarding the sites they visit and even the applications they use. Well, I am not a business and don't need to track sites visited or the applications used. You can read more about it here. I don't go to 'suspect' links posted on forums. Does the link you provided track bandwidth used? Does it have a good and safe WOT scorecard? Is it free? Is it recommended by reliable sources?

Higher populated areas subsidize the boonies. Go back to Rural Electrification project where the rural areas were first brought electricity. The cost was borne by the "richer" city dwellers since the cost per person in the rural areas were prohibitive to the people there if they were required to pay their own way. Not unlike hurricane Katrina, Rita and the like. Those costs were borne by the country as a whole rather than making the people pay their way there. That's not right. Local Government Aid (LGA) distributes state monies to different areas, smaller areas get a benefit at the cost of the bigger areas. We have a 44' long pool with a diving board and six kids - ranging in age from 6 to 21. I wish we had gone deeper with the pool as it is 9'. Our shallow end is about 18 feet and has plenty of room to play games. I think your design sounds good.
